Kootenai County commissioners held an extended discussion on transit-department organization, accounting duties and job grading on April 3 and moved into executive session to address personnel and position details. After returning to open session, the board adopted HR’s recommended job description and pay grade for a financial specialist, voted to open the position, and separately adopted a pay grade for the transit manager position.
The discussion included whether a proposed financial specialist should be evaluated against staff-accountant inputs and whether accounting-related duties in the job description required a bachelor’s degree in accounting or finance. Board members and HR staff discussed the difference between bookkeeping and accounting and the need to ensure job descriptions reflect required knowledge, experience and independence. "The title gives us maybe a starting base, but not really," an HR staff member said when describing the classification process using inputs into the Korn Ferry system.
The board voted to enter executive session under Idaho Code 74-206(1)(b). Upon exit, the board took action in open session: commissioners moved to adopt the job description and pay grade for the financial specialist position as presented by HR and to open that position for recruitment; the motion passed with all commissioners voting aye. The board separately moved to adopt the job description as presented to HR and to set the transit manager grade (the transcript records the grade as "14") and that motion passed by a vote of two in favor and one opposed (Commissioner Duncan voted nay).
The board did not provide further public details about individual employee files during open session; commissioners indicated that discussions involving named employees required executive session.
HR will proceed with recruitment for the financial specialist and will implement the adopted grades and job descriptions according to county hiring procedures. The transit manager job description and assigned grade were adopted; HR will follow up on recruitment or internal posting per standard county process.
