The Matanuska-Susitna Borough Platting Board on an uncontested voice vote approved the preliminary plat for Alexander Estates, a proposed subdivision creating 18 lots from a 26.5‑acre parcel, contingent on staff recommendations and an amendment clarifying access restrictions.
Staff said the proposal would create 18 lots ranging from about 0.92 to 0.94 acres, with proposed internal roads providing access toward South Knik Goose Bay Road. Planning staff Chris Kerlin told the board a geotechnical report by Dan Steiner, P.E., was submitted and that "there is a minimum of 10,000 square feet of contiguous septic area, and a minimum of 10,000 square feet of usable building area within each of the proposed lots as required by Title 43." Kerlin recommended approval with five findings of fact and nine conditions of approval.
At the public hearing no members of the public spoke. Tim Carmen of Bull Moose Surveying, representing the applicant and accompanied by licensed surveyor Bob Hoffman, said the only design change since packet distribution was a pullback of a temporary cul‑de‑sac so "the cut embankment is not going into the adjoining property." He answered board questions on that change.
During board discussion members raised an inconsistency in condition number 4, which originally listed lot numbers twice. A member moved to amend condition 4 to add explicit block references and to remove Block 1 Lot 2 from the list of lots allowed direct access to KGB (Knik Goose Bay Road) because Lot 2 lacks access to the connection. The board approved the amendment, which revised the plat note to prohibit direct access to KGB for the listed adjacent lots unless authorized by the permitting authority.
A motion to approve the preliminary plat, contingent on staff recommendations 1–9 and as amended, was made by Planning member Lebing and seconded; the amendment and final motion passed with no objections. The staff report recorded no objections from borough departments, outside agencies, or the public at the time it was written; it also noted comments from the U.S. Army Corps of Engineers, the Alaska Department of Transportation, and MSB predesign and engineering.
The board returned the plat to staff for final processing under the conditions of approval, including the amended condition clarifying block and lot references and the plat note barring direct access to KGB for specified lots.
The board moved on to the next agenda item after the vote.
