Mayor Tim Lonergan brought the item forward at the commission's request. Staff presented a list of some 62 nonprofits and churches currently exempted from the assessment and showed a range of possible policy options — charging nonprofits 25 percent, 50 percent, 75 percent or 100 percent of the assessment and the corresponding small impact on the average household fee.
