SAN ANTONIO — During the April 3 zoning hearing, the council postponed one agenda item, approved several rezonings and amendments with conditions or restrictions, and advanced a batch of consent items, the council announced on the record.
Councilmembers moved to postpone item 4 to May 15. The motion carried.
Items 2 and 3 were considered individually and approved with the restrictions presented by staff and planning commission, according to the council. Item 3 required a separate vote because of its zoning classification and was approved as amended.
Items 12 and 13 — rezoning requests in the district of Councilmember Castillo — were debated during public comment, including statements from Jack Finger opposing conversion of commercial land to residential because of existing industrial and storage uses in the area. After discussion, a motion and second were made and the council approved items 12 and 13.
Item 14, a rezoning to permit an automobile sales use at 2131 Freear City Road, was approved with conditions after notices were mailed; staff and the planning commission recommended approval.
Item 16, a request involving placement of four dwelling units under an R-4 designation at 327 Behar Drive, drew at least one public speaker urging denial because of concerns about density; the motion carried on the record.
Item 17 included a plan amendment change; after a motion and a second, the council approved that item as presented. Item 18, an amendment to an extraterritorial jurisdiction (ETJ) land-use plan near I-10 West, was approved as read; staff and the planning commission recommended approval.
Several items were listed for consent (1, 5, 6, 9, 10, 11, 15, 19, 20, 22 and 23). The chair called for public speakers on consent items; where speakers asked to speak, councilmembers allowed individual remarks but otherwise moved the remaining items by consent.

Speakers and staff discussed neighborhood notification counts, planning commission recommendations and staff recommendations several times during the docket. For example, the car sales item (14) had 18 notices mailed with three in favor and zero opposing within the 200-foot notification area, according to staff statements. Item 21 (the proposed car wash) required a supermajority and was denied (see separate article).
