Minnesota Senate approves procedural motions, re‑refers multiple bills to new committees

The Minnesota Senate convened April 3 in Saint Paul and, after a prayer from Pastor Dan Milke of Grace Baptist Church in Austin, moved through a series of procedural actions that included dispensing with a roll call, adopting committee reports and re‑referring multiple Senate files to other committees.
Senator Murphy moved that "further proceedings under the roll call be dispensed with, and that the sergeant at arms be instructed to bring in the absent members." The chamber approved the motion by voice vote. The Senate then adopted the committee reports printed in the day's agenda and addendum on a subsequent voice vote after Senator Murphy moved their adoption.
The secretary read several items as receiving their second reading. Senate files listed as receiving second reading included "23 70, 15 80 1, and 21 61," and House files given second reading included "129 and 13 46." The Senate also adopted the author's motion to treat the listed introductions as one motion.
A series of motions to withdraw and re‑refer bills from one committee to another were approved by voice vote. On behalf of Senator McEwen, Senator Murphy moved that Senate File 1598 be withdrawn from the Committee on Commerce and Consumer Protection and re‑referred to the Committee on State and Local Government; the motion prevailed. The chamber also approved a motion withdrawing Senate File 1590 from the Committee on Commerce and Consumer Protection and re‑referring it to the Committee on State and Local Government.
Senator Abler moved to withdraw Senate File 1966 from the Committee on Commerce and Consumer Protection and re‑refer it to the Committee on Human Services; that motion prevailed. Senator Mann moved that Senate File 2522 be withdrawn from the Committee on Housing and Homeless Prevention and re‑referred to the Committee on Human Services; the motion was approved. Senator Dibble moved that Senate File 2972 be withdrawn from the Committee on Commerce and Consumer Protection and re‑referred to the Committee on Human Services; the motion prevailed.
Senator Ucky moved to withdraw Senate File 3116 from the Committee on Human Services and re‑refer it to the Committee on Health and Human Services; that motion also prevailed. Later in the session an unnamed senator moved a recess "to the call of the president," and the chamber approved the recess by voice vote while awaiting a bill to return from committee.
None of the motions in this portion of the session involved floor debate on the substantive merits of the underlying bills; the actions reported here are procedural reassignments, readings and routine adoptions, recorded in the Senate's April 3 agenda and by the secretary's readings on the floor.
