The South Charleston City Council approved the second reading of an ordinance to close, abandon and discontinue a portion of an unnamed paper street that intersects Ridge Drive between 1111 and 1201 Ridge Drive and to accept replacement right-of-way along the 700 block of Pine Street.
City staff member Rick explained the measure, saying the affected parcel includes about a 1.25-acre lot owned by Joe Dunn, who is in contract to sell it to a buyer planning to build four residential units similar to nearby Tremont-style homes. Rick said the paper street includes a 30-foot right-of-way that extends to a water company pump station but that the water company uses a separate service drive for access; the ordinance would leave the owner 15 feet of right-of-way and increase side-yard dimensions.
During discussion staff noted that water lines were relocated and concrete replaced on the property under the assumption the right-of-way was wider; the relocation and paving were already in place. The council moved, seconded (second by Councilman Smoulder) and voted to pass the second reading by voice vote.
