Board authorizes application for historic district survey funding for Gladstone

County staff asked the Board of Supervisors to authorize an application to the Virginia Department of Historic Resources’ Emergency Supplemental Historic Preservation Fund (ESHPF) for survey and planning to establish a Gladstone Rural Historic District. The board approved the request by roll call.
Staff explained the ESHPF program makes survey and planning funds available to eligible localities and nonprofits in counties covered by FEMA major disaster declarations stemming from the 2018 hurricanes. The grant program would fully fund qualified survey and planning projects; the county would be responsible for local outreach and arranging any required community meetings.
Staff noted application deadlines and project timelines: applications are due by 5 p.m. Eastern on November 7, 2025, and projects must be completed by March 2027. The county already has several historic districts and staff recommended using the grant to support a Gladstone district survey and planning effort. Supervisors voted to authorize county staff to submit the application as recommended.
