Matthew Kaston, an Evanston resident, addressed the council during the public-participation portion of the meeting and said he entered a not-guilty plea at arraignment in a summons case prosecuted by the city.
Kaston said he has provided what he described as “unimpeachable exculpatory evidence” and urged the council to review why the city prosecutor, whom he identified as Mister Harris, did not withdraw the case. “Mister Harris has prosecutorial discretion, and I believe he is operating outside of normal due process,” Kaston told the council. He said continued prosecution will require discovery, FOIA requests and additional resources from both the city and himself.
Kaston also addressed the Roundhouse investment. He asked the council to provide the original business plan showing the payback period, and to include lease terms and escalations related to a $5,000,000 Roundhouse investment that he referenced during his remarks.
No council action on the prosecution or Kaston’s document requests was recorded during the meeting.
