Committee removes DOR electronic-submission requirement, advances expanded pathway to CPA licensure

Senators removed a House-added requirement that the Department of Revenue accept electronically submitted documents and approved a bill that adds a baccalaureate-plus-two-years experience option to CPA licensure requirements.
The Tax and Fiscal Policy Committee voted to remove a House-inserted provision requiring the Department of Revenue to process documents sent electronically and to advance legislation that creates an additional pathway to Certified Public Accountant licensure.
Senator Rogers explained an amendment that removes "section 1" of the bill, a House amendment that would have required the Department of Revenue to process documents sent electronically. Rogers told the committee the Department of Revenue was not yet prepared to meet that requirement and the provision would not take effect until 2027, so the section was withdrawn to allow the department and the CPA society to work toward a solution. "What the amendment does is it removes section 1 from the bill, which is, was added during committee on the House side which requires the DOR to process documents sent electronically. Unfortunately at this point the DOR is not prepared to do that and it didn't take effect until '27 anyway so, we'll remove it from the legislation," Rogers said.
On the licensure question, Rogers said the bill retains current licensure requirements and adds a new option: a baccalaureate degree plus two years' relevant experience, plus passing the CPA exam. "It just provides an additional option to become a CPA," Rogers said, and added that several states are moving to similar pathways.
The committee voted to move the bill as amended. The roll call recorded unanimous support among senators present.
