Committee advances bill giving small towns more flexibility appointing park board representatives

The Local Government Committee passed Senate Bill 351 (amended) by unanimous voice/roll call, extending appointment flexibility for local park boards in towns and third-class cities. The committee vote was recorded as 12-0.
Senator Gaskell, the bill sponsor, said the bill amends the code section that allows towns and third-class cities to establish a parks board and clarifies membership appointment rules. Currently, school boards may appoint either one of their members or another resident of the school district as their park board representative; library boards may appoint only one of their own members. The bill gives library boards the same option school boards already have.
“As some of these small towns, it's very difficult to fill all of the boards and so if you are looking at a small library and someone agrees to be on the board, one of the board members is going to end up serving in many cases on the Park Board as well,” Gaskell said and added the bill would provide additional flexibility to appoint representatives who live in the relevant district rather than require that the appointee be a library board member.
No members of the public were signed up to testify. After brief committee discussion, a member moved and seconded passage; the roll call produced a 12-0 approval and the bill was reported out of committee as amended.
