Cassie Pinta of TKDA (consultant for the City of Saint Paul) and CAP Board principal planner Peter Musty presented the project and the 90% design summary included in the board packet. Staff noted the project replaces a deteriorated street and preserves limited on-street parking while introducing multimodal improvements intended to improve safety and connectivity between Capitol Heights and surrounding neighborhoods.
Board members and neighborhood representatives said they had participated in outreach and supported the improvements. The board approved the 90% design and permitting request by roll call; staff said the final engineering details will continue to be refined and return to the board only if there are substantive changes to the approved design.
