School board approves three budget amendments, including hurricane-related federal funds and FCTC grants

The St. Johns County School Board approved three budget amendments on March 11, 2025, amending the general fund, First Coast Technical College (FCTC) and the food service fund to reflect new federal, state and local revenues and to reallocate appropriations for grants, hurricane-related funds and capital projects.
Budget Director Amy Snodgrass presented the general fund amendment, which updated revenues as of Jan. 31, 2025. Snodgrass reported a total increase in revenues of $585,274.80 for January, including $73,997.27 in federal-through-state sources tied to Division of Emergency Management administrative costs related to Hurricane Ian and a cooperative agreement from the Division of Vocational Rehabilitation. State sources increased by $92,206.47 for early childhood and other grants. Local revenue increases totaled $419,071.06 (rent, donations, fees and miscellaneous receipts across multiple schools and departments). The amendment brought the district's total appropriations and estimated ending fund balance to $545,391,419.42 as of Jan. 31, 2025.
The board approved the amendment on a motion moved by Dr. Thompson and seconded by Lori Slough; the voice vote carried.
Snodgrass then presented FCTC's amendment: January revenue increased by $2,932,280, including $285,405 for a Florida post-secondary comprehensive transition program grant (through University of Central Florida) and $2,645,000 in state workforce development capitalization incentive grant funds. The total FCTC budget after the amendment was $17,725,171.81. The board approved the FCTC amendment on a motion moved by Ms. Lyle and seconded by Dr. Thompson.
Finally, the board approved a food service budget amendment that reallocated $1,200,000 from restricted fund balance into purchase services, materials and capital outlay lines for serving line updates and a walk-in cooler/freezer project; the food service fund total was $35,129,237 as of Jan. 31, 2025. Dr. Thompson moved the food service amendment; Lori Slough seconded and the motion carried.
A board member asked whether the Hurricane Ian funds represented final closeout payments; staff did not provide a conclusive answer during the meeting.
