HSH staff told the Budget and Finance Committee that Brilliant Corners is at full capacity for enrollments and has about 90 households actively searching for housing; the department is reprocuring its FHSP agreements this spring to standardize terms across providers and adjust placement timelines. Supervisors said that context informed their decision to approve the amendment despite concerns, and that the reprocurement should address inconsistent metrics and performance expectations.
