Board Votes to Back Renovation of Surry Village 1; Developer Seeks Virginia Housing Funds

The Surry County Board of Supervisors voted March 6 to approve a resolution supporting the renovation of Surry Village 1, a 48-unit multifamily complex on Lebanon Road.
Representatives from TMS Associates, the property manager and part-owner, asked the board for a nonfinancial endorsement the company will include with an application to Virginia Housing. Clark Henry of TMS Associates told the board the company manages about 450 properties and intends to spend roughly $80,000'$82,000 per unit to rehabilitate the complex.
TMS said it is not requesting county money, tax abatement, or reassessment. The company described a relocation plan that budgets about $200,000 for temporary relocation expenses if required; its preferred approach is to vacate and rehabilitate one building at a time while keeping most tenants in place. The manager said residents are mostly on fixed incomes and that rents are determined by a percentage of tenant income and would not be automatically increased by the renovation.
Supervisor Walter Hardy moved the resolution in a statement that referenced historic local planning efforts; the motion was seconded and approved by voice vote.
County staff recommended approval. Board members asked how relocation would work and whether rents would rise; TMS said the relocation plan includes hotel stipends or temporary moves as needed and that rent adjustments would follow existing income-based procedures. Supervisors present included Chairman Robert Elliott, Vice Chairman Bridal Pierce, Timothy Calhoun, Walter Hardy and Amy Drury.
The resolution gives the developer a local endorsement for its Virginia Housing application; the board did not commit any funds and did not adopt any regulatory changes at the meeting.
