CABS reports $214,399 in Q4 expenses; commissioners extend pass-through agreement and approve operating claim

Commissioners approved CABS' operating claim for fourth quarter 2024 and voted to continue the county pass-through agreement that allows CABS to operate rural transportation services with county oversight.
Kristen, a CABS representative, told the board that CABS incurred $214,399 in expenses from October through December 2024. "Of this, $63,044 were covered by our federal operating funds. The remaining balance of $151,355 is funded through our local match," she said. Kristen said CABS "fully utilized all of our state and federal match dollars" for 2024 and used temporary restricted funds to cover remaining operational costs.
Kristen said CABS renegotiated its transportation contract with Cardinal Services and entered an agreement with WellTrans for nonemergency medical transportation. She requested that the commissioners extend the county pass-through agreement through 2026, citing a long-standing relationship. Commissioners moved, seconded and approved both the operating claim and the continuation of the pass-through agreement by voice vote.
Kristen also announced a public forum on March 25 at 5 p.m. at the Warsaw Public Library to gather community input on a proposed deviated fixed route in the Warsaw and Lake area; she said CABS is collaborating with the Indiana Department of Transportation and MACOG on that effort.
