Kosciusko County commissioners voted to award the Community Crossings project (CCMG 2024-2) to Finn and Brown after county highway staff said the firm was the low, responsive bidder at $1,785,571.85.
Steve, a county highway representative, told the commissioners that the low bidder "was Finn and Brown. The total amount of the project was $1,785,571.85. They were the low bidder, and we would like to use them as our construction for the Community Crossing's 0.24 Dash 2." He also explained the county's grant funding: "we got a total that was given to the county. It was 1,280,000 and some odd change, and it still come under bit by just a little shy of 400,000."
The chair called for a motion to accept the highway department's recommendation. A commissioner moved to accept the recommendation for Finn and Brown and a second was recorded; the motion passed with a voice vote. The commissioners did not provide a roll-call tally in the record.
County discussion noted the Community Crossings program splits funding between the state and county; commissioners referenced the typical state/county share split during the exchange. The highway representative confirmed the county's awarded amount and that the bid was the low responsive bid with complete documentation.
The award will allow Finn and Brown to proceed as contractor on the listed road segments in CCMG 2024-2. No start date, contract document number, or project schedule was specified during the meeting.
Evidence for this item appears in the county highway presentation and the subsequent motion and vote at the March 4 meeting.
