Fulton County commissioners approve bids, permits and contracts in unanimous votes

Fulton County commissioners on March 17 approved a slate of routine and project-level actions, voting unanimously on contracts, permits, hire requests and bid acceptances that county staff said are needed to move scheduled road, bridge and public-safety work forward.
The commissioners, county attorney and auditor recorded votes approving multiple permit requests (including several from NIPSCO and a series of road/utility permits submitted by Paul Slisher and Geotechnical Consultants), acceptance of Community Crossings paving bids, authorization of a bridge-inspection contract and a spray contract for bridge coatings. The board also approved a number of personnel and routine administrative motions, including the rehiring of a former jail officer as a part-time jail officer.
County staff said members reviewed the permit paperwork and engineering recommendations before votes. The motions were routinely seconded and carried on roll calls reported as unanimous (3-0).
Most votes were taken with little discussion. Commissioners signed off on the following, as recorded in the meeting minutes and in motions on the floor:
- Approval of a license/contract request the sheriff had submitted to add an LPR (license-plate reader) unit to the sheriff’s inventory (motion carried 3-0). - Authorization to rehire former jail officer Mike Keenan as a part-time jail officer (motion carried 3-0). - Approval of multiple NIPSCO permit requests to replace or reinstall SCADA/monitoring equipment at existing utility sites (motion carried 3-0). - Approval of multiple road-cut and tile-installation permits submitted by Paul Slisher covering rural gravel and paved roads (several permits listed by staff; motions carried 3-0). - Approval of two geotechnical boring permits for soil borings and backfill using cement/bentonite grout (motion carried 3-0). - Acceptance of Community Crossings paving bids and authorization to proceed with contract awards as recommended by county engineering review and the county attorney (motion carried 3-0). - Acceptance of the SJCA bridge-inspection contract (the board recorded a contract figure in the meeting packet; motion carried 3-0). - Approval of a spray contract with Midwest Spray Team for large and small structures at unit prices of $52.50 and $42.00 respectively, with an annual not-to-exceed amount of $15,000 (motion carried 3-0). - Approval of spring road maintenance bids and other highway-related approvals included in the highway department packet (motions carried 3-0). - Approval of a set of travel requests and routine claims and transfers as presented by the auditor (motions carried 3-0).
Ending
Most of the approvals were procedural and followed staff recommendations; the board took one motion to table a grant-related item for further review (see separate article). The March 17 meeting record shows the commissioners moved through a substantial packet of highway, public-safety and administrative business with unanimous votes on motions reported as 3-0 throughout.
