Planning commission approves excavation permit for irrigation pond at 128 West 250 South, pending elevation drawings and floodplain signatures

The Rockville Planning Commission on March 11 approved an excavation permit for a planned irrigation pond at 128 West 250 South Grafton Road, submitted by John and Nancy Lowe, pending receipt of corrected post-development contour drawings and the necessary floodplain signatures.

A representative for the applicants described the proposed pond as approximately 80 feet long by 64 feet wide and up to 15 feet deep, with a submersible pump to deliver pressurized irrigation. The commission asked for corrected contour elevations and a post-development cross section showing slopes and contours; the submitted plans contained inconsistent elevation numbers (3733 on one sheet, 3728 on another) that needed correction.

The commission discussed erosion control, drainage and overflow measures. The applicants said the pond will be lined with a rubber liner and will include a float valve to stop filling at a set elevation; an overflow rip-rap drainage route was described for emergency overflow. The commission noted the property contains areas in the flood plain and that floodplain agency signatures were required; the town clerk confirmed a floodplain application had been approved by the floodplain agency but that signatures remained outstanding.

The commission's motion approved the excavation permit conditioned on receipt of correct post-development contour lines with accurate pond dimensions and elevations and completion of required floodplain signatures. Commissioners also asked for details on slopes and a post-development contour map to be submitted before final sign-off.
