Several residents used the city's open-comment period Wednesday to raise neighborhood concerns about speeding, on-street parking during winter storms, a gravel-crushing operation and missing flags in city parks.
Parking and speeding: A resident reported unsafe speeding and narrow curb clearances on West Center Street and asked that the city increase enforcement. Councilmembers and staff said they will ask police to patrol problem areas and discussed clarifying the city's snow-and-ice parking rules. Staff and the council noted the state's model language about on-street parking around storm events and said plow operators have discretion to request vehicles be moved or have them towed if they block safe plow operations.
Gravel-pit crushing: A resident asked for the ordinance that permits or prohibits crushing and hauling at a local gravel operation. Staff said the city has issued a cease-and-desist order to stop hauling material off-site because the use is not zoned for gravel extraction and transport; staff said crushing for on-site use in a development may be allowed but hauling off-site was ordered stopped. Staff offered to provide the resident with the applicable ordinance language and search assistance.
Flags and parks: Residents asked about replacing flags at several parks; staff said flags have been ordered and two flags were available in the office for pickup. Council suggested placing the flag topic on a future agenda to decide policy about keeping flags flying year-round and whether to install dedicated lit flagpoles in certain parks.
Other items: A resident praised the planning commission's handling of a camper-park ordinance and suggested adopting some site practices as city standards.
What council asked staff to do: Provide the resident with the relevant ordinance or advice on where to find extraction/operational code language, coordinate with police on targeted patrols in speeding and parking hot spots, and place the flag-pole/flag policy on a future agenda.
