Wellsville council approves home-based business license for Unicorn Tree Care

WELLSVILLE — The Wellsville City Council voted to approve a home‑occupation business license for Unicorn Tree Care after hearing from the applicants and planning staff.
Chrissy Smith and Mike Rayburn told the council they purchased Unicorn Tree Services and will operate Unicorn Tree Care out of a residence on 900 East and 20 North while using a shop outside Wellsville near Logan. "We are a full service tree company that is starting a business," Smith said during the public discussion. Rayburn added the vehicles parked at the house are daily drivers, that a bucket truck is behind a gate, and said they have moved a chipper off the front of the property.
The planning commission recommended approval with a condition that no vehicles or equipment be parked in front of the primary house line; that a home‑occupation should be unobtrusive so neighbors would not be aware a business is conducted on the property. Council members pressed applicants on licensing and past compliance: a council member noted the applicants' last Wellsville license appeared to have been paid in 2020 and said the city records indicate $100 in licensing is owed. The applicants said they are in the process of obtaining the required Logan shop license for the off‑site facility.
Councilmember Carl (planning staff present) and others asked about customer visits and parking; the applicants said there will be no customers at the residence and that most vehicles belong to residents of the home. After discussion, a council member moved to approve the business license; the motion was seconded and the council approved the license by voice vote.
The council did not specify a formal roll-call tally in the meeting record. The planning commission condition that no equipment or vehicles be parked in front of the primary house line remains a stated expectation.
Unicorn Tree Care may now operate under the approved business license; the applicants said they will complete outstanding licensing at the Logan shop and follow the planning commission's condition.
