Sheriff secures refundable federal grant for mobile command trailer; commissioners approve down payment

White County Sheriff’s Office briefed commissioners on a plan to purchase a mobile command/tactical trailer and accepted a refundable grant; commissioners approved a $37,000 down‑payment related to the purchase.

The sheriff said the county had been awarded a refundable grant of $118,643.45 toward a command trailer intended for tactical and emergency response uses, including evidence capture and incident command. The trailer’s estimated total price presented at the meeting was roughly $158,000–$165,000; the sheriff said he is raising additional funds — including private donations and department funds — to cover the balance.

Commissioners asked about funding mechanics and whether donations would be accepted. The sheriff said some donors already committed gifts and he would accept donations; commissioners requested oversight and clarity around accepting and spending donated funds. County attorneys and staff said a dedicated fund could be created with a restricted purpose and that any leftover funds after the trailer purchase would require an ordinance amendment or subsequent appropriation before being spent for another purpose.

The board voted to approve a claim for a $37,000 down payment to move the refundable grant and purchase forward; the sheriff said the county will be reimbursed when the grant refund is processed. Commissioners said they prefer that if any further balance is needed they would consider an appropriation request rather than relying solely on fundraising. The sheriff said the trailer build is likely to take several months and that donations and remaining payments will be accounted for before final delivery.
