Commissioner comments said the county expects contractors and the design firm (Garmon/Kettle Hut and the design consultant named in discussion) to accept more accountability when design omissions force change orders. The board approved CO-009 (voice vote) and moved to table CO-008 so staff can continue negotiations before bringing the matter back at the next meeting.
