Staff noted the petition area contains seven lots; a sample assessment figure discussed in the meeting was $20 per lot per year, which would generate only modest maintenance revenue under that example.
A staff member recommended the board table final action until staff and a surveyor can review the plan and visit the site, and the board set a hearing date so affected property owners can be notified and comment. The motion to accept the petition for processing and to set a public hearing carried on a voice vote.
Board staff explained the public hearing would allow the board to set an annual maintenance assessment and to determine whether the number of lots and assessment level are sufficient to support routine maintenance costs. The petitioner and property owners will be expected to appear at the hearing and answer questions about the proposed maintenance funding and the drainage configuration.
