Janesville board hears long-range facilities update on security plans, roofing bids and bond timing

On March 11, the Janesville School District Board of Education received an update on the district's long-range facilities plan that covered schematic design work for security upgrades at its high schools, planned roofing bid packages at several schools and timing for a second bond issuance.
Board members were told schematic design and design-development work (phases 1 and 2) continues with building principals and staff to define special-education spaces and enhanced security areas. District staff said teams visited other districts to review built examples of enhanced security measures to inform local plans.
The presentation described tours of Nicollet High School and Granite Ridge (an elementary perspective) that district staff and consultants attended to observe building segmentation and automated safety features not currently in Janesville facilities. District staff raised the issue that some larger high schools have multiple public entrances and said those differences affect how segmentation and controlled access would work at Parker and Craig High Schools.
On roofing, staff said bid packages have been prepared for sections of Lincoln, Washington, Franklin, Marshall and Rock River schools. The district identified a first bid package covering Lincoln, Jefferson, Wilson, Parker, Craig and the ESC, with construction work described in the presentation as planned to occur between June 26 and Aug. 27 (dates as presented by staff), and with additional work slated for summer months. Staff noted that identified roof work covers sections of buildings, not entire roofs.
District finance staff and consultants also briefed the board on bond timing. The presentation said the district's first market bond issuance has already occurred and the second issuance the board previously authorized is planned for next week. Staff reported interest costs for the first issuance came in below the 5.5% figure that had been used in earlier public planning materials; they said the lower rate is a positive development but did not give a precise new rate. Staff said they hope material-cost inflation and tariffs do not increase project costs but that those market factors remain uncertain.
Staff named several people involved in the facilities work: Superintendent Holtzman was represented by staff who attended tours; district safety director Dan (last name not specified) participated in the site visits; Craig Clemens, a retired school resource officer serving as the district's safety and security consultant, also attended; and Tori, the district's project manager from EUA, was identified as supporting the planning work. District staff said the Buildings & Grounds and Finance committee will continue oversight and present further updates at upcoming committee meetings.
No formal motion or vote on facilities projects occurred at the March 11 meeting. Board members were told that bids and contract awards will be brought forward for approval as required and that additional fiscal detail will be provided as the bond market issuance and bid results are finalized.
The district scheduled the Finance, Buildings & Grounds Committee to meet March 18 to continue work on these items and said staff will provide further timeline and budget details at future meetings.
