The applicant confirmed the project will be served by public streets within this phase and that homeowner association maintenance will handle common landscaping and open areas.
A commissioner moved to approve FSP25-09 subject to staff and JUC comments; the motion was seconded and passed by voice vote. Staff will follow up to confirm the conditions are met before the city issues construction permits.
