Committee recommends reappointment of two members to Development Review Advisory Committee

The Homelessness and Housing Committee voted May 13 to forward the reappointment of two Development Review Advisory Committee members to full City Council for confirmation.
The committee recommended that Jill Cropp be reappointed to represent the home builders seat and Peggy Moretti be reappointed to represent the historic preservation seat on the Development Review Advisory Committee, which advises the city on permitting, development review policies and code changes.
David Koonhausen, interim director of Portland Permitting and Development (PPD), and Ross Carone, PPD’s liaison to DRAC, described DRAC’s role and the candidates’ experience. Koonhausen said DRAC, established in February 2001, “works to ensure a timely, predictable, and accountable development review process” and provides input on permitting efficiency, interagency coordination and code updates. Carone told the committee that Peggy Moretti is a consultant and former executive director of Restore Oregon and that Jill Cropp is a licensed architect with more than 20 years of infill housing experience. Carone also noted that Cropp was recently selected as DRAC’s 2025 vice chair.
Committee members who spoke in support emphasized the candidates’ experience. Councilor Dunphy said Moretti knows “the right line to draw between moving our city forward and preserving what keeps us special.” Councilor Ryan praised DRAC’s role in prior permitting reforms and said he supported the reappointments.
Chair Avalos moved to forward the reappointments to full council with a recommendation that they be confirmed; Councilor Ryan moved and Councilor Dunphy seconded. Diego (clerks staff) called the roll; the motion carried with recorded “aye” votes during the roll call. The committee asked staff to proceed with recruitment to fill remaining DRAC vacancies.
The reappointed terms would run from March 30, 2025, to March 29, 2028, if confirmed by full council. Committee staff said DRAC has 17 seats and currently has four vacancies that are being actively recruited.
The committee approved the meeting minutes for February, March and April earlier in the session without objection.
