Grevy confirmed the port would not opine on which city funding sources are used but described the larger partnership funding numbers.
Vote and next steps The committee approved the emergency ordinance as amended by voice vote (7–0). Staff and the port will proceed with the updated agreement language and the technical exhibits; the council will address any FY26 replenishment through the budget or separate appropriation process.
