Plan commission approves two-lot CSM for Meadow Lane with sidewalk waiver on Metal Lane

The Mount Pleasant Plan Commission on Oct. 22 recommended approval of a certified survey map to divide property at 151501 Metal Lane Avenue into two lots, with conditions and a waiver for sidewalk on Metal Lane.
Staff recommended five conditions: dedicate 40 feet to the public for South Emerson Road right-of-way; show utilities on the map; update signature blocks; require a sidewalk or path on frontage streets (with staff recommending sidewalk remain on South Emerson Road but the Metal Lane requirement be waived); and plant street trees at an ordinance-prescribed spacing.
Planning staff noted that South Emerson Road is designated a collector street in the village comprehensive plan and therefore warrants the wider right-of-way and a sidewalk to connect to an existing sidewalk network near a reconstructed roundabout on Sixteenth Street. "We think it would be reasonable on the Meadow Lane side because there are no connecting sidewalks," staff said, adding that the Emerson Road side is within about 100 feet of an existing connection.
Commissioners discussed whether to require sidewalks on both frontages. Public works staff and planning recommended keeping the sidewalk requirement on South Emerson Road and allowing the commission to waive the Metal Lane sidewalk due to lack of nearby connections. The commission approved the CSM with the requested modification: require the Emerson Road sidewalk but remove the Metal Lane sidewalk requirement.
The motion to approve carried by voice vote. Staff said final technical map corrections and tree-planting requirements will be completed before recording.
