The Gilroy City Council on Oct. 6 approved consent calendar items 6.1 through 6.5 by a 6-0 roll call vote. Items on the consent calendar included the recommended approval of the Presello Building under the city’s Mills Act program (agenda item 6.2).
A member of the public, Chris (last name not provided), spoke during public comment specifically about item 6.2, congratulating the Presello Building applicant Dave Liao and urging the city to improve public education about the Mills Act application process. Chris suggested staff hold a public workshop with the county to inform potential property owners and said he had spoken with staff and found them helpful but overwhelmed. He also asked the city to audit the 21 homes currently in the Mills Act program to confirm owners are fulfilling agreed restoration/investment commitments.
The speaker read from the city’s Mills Act agreement policy (adopted February 1997) and described the program’s purpose as encouraging preservation by offering property tax reductions. Council did not pull any items for separate discussion; Councilmember Bracco moved to approve items 6.1–6.5, Councilmember Klein seconded, and the roll call showed unanimous approval.
The council did not take additional action on the public speaker’s requests; staff will address those suggestions through the normal follow-up channels if council directs. The consent vote advances the Presello Mills Act agreement to the next steps identified by staff.
