Committee approves bill to exempt small electric vehicles from electric-vehicle supplement fee

"This is a simple bill. It has no fiscal impact," Representative Boyd told the committee, adding that only 123 of these vehicles had to register in 2024 and that the vehicles "generally weigh between 25 and 60 pounds and are not allowed on interstate highways." Representative Boyd said the amendment language came from the Bureau of Motor Vehicles and recounted a constituent, Diane Grams, who paid an annual electric-vehicle supplement after buying a roughly $2,000 electric scooter and was surprised the fee was more than 10% of the vehicleprice.
The bill, as presented, would exempt motor-driven cycles and e-bikes from the electric fee "if they don't do any damage to roads," Representative Boyd said. He told the committee the language was intended to limit the exemption to small electric vehicles that do not impose the same wear on pavement as heavier vehicles.
The committee held no public witnesses for the bill. A motion and second were made to pass HB 1380, and the chair called the roll. Senators recorded on the roll as voting yes were: Senator Kreider; Senator Dorio; Senator Maxwell; Senator Charbonneau; Senator Byrne; Senator Spencer; and Senator Ford. The committee recorded the tally as 7-0 and the motion to pass the bill carried.
The committee chair noted that two bills on the agenda were expected to be recommitted to appropriations later in the process; Representative Boyd said the House had passed the measure unanimously. The committee indicated it intends to move HB 1380 out of the committee and to further processing as required by session rules.
