Committee approves bill to speed updates to law-enforcement databases used in traffic and missing-person stops

The Corrections and Criminal Law Committee unanimously approved an amended version of House Bill 1232 on Tuesday to clarify when information must be updated in the IDACS (IDEC/IDACS) system used by officers in patrol vehicles.
Senator Kevin Clark, the bill sponsor, told the committee the legislation clarifies timing for updates so law enforcement officers receive current information on driver’s licenses, stolen-vehicle entries, missing-person records and warrants. “This bill just clarifies when that updated data needs to be updated in the system so the folks on the street can get that in a timely and safer manner,” Clark said.
Steve Luce, who testified in support on behalf of state law-enforcement interests, described a case in which a vehicle that had been reported stolen remained in the system after it had been recovered — leading to an unnecessary felony stop of the owner. He and the sponsor said the change is intended to reduce such incidents and improve officer safety.
Senator Clark offered Amendment 4, a three-word clarification requested by the Indiana State Police, which the committee adopted. As amended, the bill provides grant-based enforcement authority tied to funding from the Indiana Criminal Justice Institute (ICJI).
The committee voted 9–0 to advance the amended bill to the next step in the process.
