Senators pressed Secretary of State representatives about enforcement activity in the auto-dealer division, the office's use of strategic noncompetitive contracting for IT work, and staff bonuses and related-party staffing decisions.
Presenters said dealer-compliance and enforcement funds have grown in recent years because of increased enforcement activity and because the division has set aside funds for future modernization projects. Committee members said dealers around the state have contacted them saying enforcement stepped up and fines have increased for businesses that previously had clean records; senators asked the office to explain why enforcement-related revenues and fund balances rose sharply in two years.
On contracting, senators questioned a pattern of strategic sourcing and no-bid arrangements for IT development. Office leaders said several recent IT projects used strategic-sourcing methods consistent with Department of Administration and IOT guidance, involved independent project managers and used not-to-exceed contract structures; they defended the approach as faster and better suited to specialized election and business-system vendors than long public-bid procurements. Committee members asked for documentation comparing prior bids and present contracts and for detailed savings calculations.
Senators also raised optics and procurement questions about staff bonuses and appointments. Committee members asked why certain employees received larger combined bonuses across the last two bonus cycles; the office said most bonuses were pay-for-performance and that a small number of employees received higher payments because of substantial, documented achievements. Senator Mishler asked about the cost of printed roadmaps distributed at the State Fair and said he would seek a budget reduction equal to the amount spent on them.
