Council approves Riverfront Drive lighting and Old Town streetscape project; plans to reuse lights for North Riverfront

The Mankato City Council voted March 10 to approve a resolution receiving the feasibility report and ordering preparation of plans and specifications for City Project 11140, the Riverfront Drive lighting and streetscape project.
City Manager Arndt told the council the project pairs the 2025 North Riverfront LED streetlight replacement with Old Town streetscape improvements. The plan calls for purchasing historic "brick red" light poles for Old Town and relocating the existing stainless-steel fixtures from Old Town to the North Riverfront area, instead of buying an additional set of poles for both locations. Arndt said the combined approach reduces redundant purchases while accomplishing both goals.
Arndt said engineers’ cost estimates showed the originally budgeted amount for the 2025 lighting project would not have covered purchase and installation of all lights; the unit cost increase, combined with installation expenses, resulted in a budget shortfall. The staff identified funding sources within streetlight funds and one-time energy payoff funds to cover the additional costs for benches, installation and associated streetscape items.
The council discussed specific design choices: traffic signals at Elm and Rock will not be replaced under this project; the new poles will be outfitted with electrical outlets for decorations and hanging baskets; and the Old Town Association advised against placing sidewalk planters at this time because of maintenance and snow-clearing concerns. Council members and city staff also discussed benches, bike racks and expanded sidewalks for outdoor seating in Old Town.
After discussion, the council passed a resolution to receive the feasibility report, order improvement, and direct staff to prepare plans and advertise for bids. The clerk recorded unanimous approval.
City staff and Old Town representatives present at the meeting said the proposal would allow future seasonal lighting installations along North Riverfront, since the relocated poles will include power outlets. The council directed staff to proceed with design and bidding steps; the resolution does not yet commit to specific installation contractors or final budget appropriation, which will come later in the project schedule.
