The Grantsville City Council on March 5 awarded a contract to Blue Line Designs for landscape-architect services for Scenic Slope Park, with a proposed contract price of $236,007.95.
Staff said six firms responded to the request for proposals and that Blue Line Designs scored highest on the evaluation matrix primarily because of prior park and recreation project experience, though they were not the lowest-priced bidder. The procurement scoring combined technical qualifications and a cost-effectiveness component; staff said they used a state-based formula to ensure fairness.
Council members raised scheduling concerns and asked staff to require milestone dates in the contract and to ensure the project receives appropriate prioritization rather than dropping to the bottom of the firm—s workload. Staff said the council was being asked to authorize award and allow staff to finalize contract terms — including timing and milestone details — before signing.
A motion to award the contract to Blue Line Designs was approved by the council. Staff told the council that the firm anticipates the preliminary grading and first-phase earthwork could be anticipated in the coming summer, subject to final contract terms and project phasing.
