House passes measure creating short-term zero-interest loans for property crime victims

SALT LAKE CITY — The Utah House on March 7 approved sixth substitute Senate Bill 121, which establishes a short-term loan mechanism to help property owners repair damage such as broken windows and doors when they are victimized by crime. Representative Clancy presented the bill and the House adopted the substitute by recorded vote, 64-3.
Representative Clancy said the measure does not appropriate direct grants to victims but instead allows victims to access 0% interest loans that must be repaid within one calendar year. The loan is intended to let affected businesses and homeowners quickly secure and repair property while criminal restitution processes — which can take more than a year — run their course.
“This does not appropriate any direct funding to individuals and businesses who have been victims of property crime, but it allows them to get a 0 interest loan that they will have to repay within 1 calendar year to fix broken windows, to fix doors,” Clancy said on the floor.
Proponents argued the short-term assistance could reduce blight and lower further disorder in affected neighborhoods. The House placed the bill on final passage and it passed with 64 yes votes and 3 no votes. The bill will be transmitted to the Senate for the president’s signature or further action.
