St. Joseph County approves Eventide 911 recorder, $174,874 contract for PSAP

The St. Joseph County Board of Commissioners on March 11 approved a three-year contract to replace the county’s emergency call recorder with an Eventide system distributed by Nelson Systems.
The recorder contract, presented by PSAP staff member Nick Brovold, totals $174,873.95 and will be paid over two years in roughly equal installments of about $87,436.98 per year, Brovold said. Commissioners voted unanimously to approve the contract.
“This would be replacing our current recorder, which is Equiture, as that contract dwindles down to its end,” Nick Brovold, PSAP, said. He described the recorder’s primary uses as playback of 911 and nonemergency calls for quality assurance, investigations, training and to fulfill APRA and FOIA requests. “Nelson Systems Eventide product gets us everything we want, audio recording, and screen capture being the two biggest,” Brovold said.
Brovold told commissioners that Nelson Systems provided the lowest of three bids the county evaluated. A second Eventide distributor, VistaCom, quoted $261,922. A third vendor, NICE, supplied a quote that with a three-year maintenance agreement would have totaled $841,658.
Commissioners did not debate the technical specifics. After Brovold answered procedural questions about recordings, the board approved the contract. The roll-call vote recorded Commissioner Hazen voting aye, Commissioner Morton voting aye and Commissioner Maxmeier voting aye; the motion carried.
