Planning commission grants 12-month extension for planned Dunkin' at 902 Union Boulevard

City planning staff said the application before the commission was a requested fourth extension and that staff "does not object to the requested fourth extension, but defers to the commission on the approval and duration." The extension would extend the approval window to April 2026.
The applicant, Drew Nieman of Base Engineering, told the commission the full plan set had been submitted for city review in January and that the team had also secured a PennDOT highway occupation permit (HOP) earlier the same month. Nieman said the HOP expires "December of this year," and that the requested 12-month extension would give the team time both to complete city reviews and to finish permitting and construction.
Commissioners discussed the recent activity on the file and expressed support for granting an additional year, noting prior extensions but observing that the applicant had advanced the project since the last meeting.
A motion to grant the 12-month extension was moved and seconded; the chair called for the voice vote, and the motion passed. No individual roll-call votes or tallies were recorded in the meeting transcript.
With the extension approved, staff will continue review of the submitted plans. If reviews yield comments, the applicant will be expected to revise plans and secure applicable permits before construction begins.
The commission did not set additional conditions beyond the standard review and permitting requirements.
