Finance committee approves endoscopy equipment lease, cath-lab maintenance and sanctions-screening contract

The finance committee approved three separate vendor agreements covering clinical equipment refresh, imaging maintenance and sanctions screening.

Carl Storrs Endoscopy America: Dr. Elders presented a capital lease refresh to replace end-of-life anesthesia and difficult-airway equipment, video towers and urology cystoscopy equipment. The proposal replaces service agreements and rolls over items with remaining useful life. Dr. Elders said the prior lease payment had been $9,881 per month and the new lease increases to $11,468 per month, for a total contract value over 60 months of $670,800. A committee member asked whether the five-year term would lock the authority into older technology if better equipment becomes available; Dr. Elders said the agreement contains an out clause with written notice (60 to 120 days) and that the organization conducts trial periods and committee approval before adopting new products. A motion to approve the Carl Storrs agreement passed.

CMS Imaging Inc. (cath lab service agreement): Dr. Brown presented a five-year maintenance agreement for cath-lab imaging equipment. He explained the hospital typically does not bid some manufacturer-associated service agreements because third parties may re-mark up manufacturer services and delay turnaround; the useful life of the radiographic equipment is approximately seven years, so a five-year maintenance term was proposed. Committee members confirmed the equipment is state-of-the-art for cath-lab use. The committee voted to approve the CMS Imaging service agreement.

ComplianceLine sanctions-screening application: Susanna Sales presented a compliance-screening contract to provide monthly checks of OIG's List of Excluded Individuals/Entities (LEIE), state Medicaid exclusion lists and other databases. Sales said the hospital evaluated at least three vendors (ComplianceLine, Ethico/Streamline Verify and SanctionCheck USA) and selected ComplianceLine as offering the broadest database coverage (her check indicated searches across 101 agencies). The agreement is structured as a three-year contract with two optional renewal years and an annual payment. The committee approved that service agreement.

Votes: The chair called for motions on each contract; each motion was seconded and passed with an "Aye" vote.

Ending: The committee approved all three contracts. Staff will finalize contract documents and manage implementation and any trial/approval processes for new clinical devices.
