Council grants permits and street closures for summer festivals, parades and community events
Summary
The council approved annual requests for banners, street and park closures for events including the Hometown Heroes banner program, summer music/arts events, Special Olympics practices, Wings over Piper airport event, homecoming and Halloween parades and other community activities.
Lock Haven City Council on March 17 approved a batch of annual and one‑off requests for use of streets, parks and public property for community events.
Approved items included the Hometown Heroes banner program (Downtown Lock Haven banners August 2025–2027 and a banner ceremony at East of Toronto Park on Sept. 20), Main Street and alley closures for summer jams and festivals (with additional stop‑sign and barricade measures requested by the chief for safety), the Clinton County Special Olympics practice use of Eddy Park April–October, a pinwheel display and gazebo banner for Child Abuse Awareness Month (April 1–7 for the Triangle Park placement), Wings Over Piper airport event July 31–Aug. 2, the Keystone Central School District homecoming parade on Sept. 25 and the Lock Haven Fire Department Halloween parade Oct. 25 with Triangle Park closure for festivities.
Council discussed public safety measures for alley closures during a summer arts jam, including temporary stop signs and barricades at Grove Street and Williams Alley to mitigate vehicle turn‑around issues and pedestrian safety where chalk or temporary street art would be placed. Staff said barricades and signage would be provided and that insurance and permit procedures remain required for event organizers.
Each event request was moved, seconded and approved by roll call; staff said they will coordinate schedules with public works, police and fire for traffic control and safety implementation.
