Council approves multi‑year CDBG administration agreement with regional planning partner

The Lock Haven City Council voted March 17 to contract with the regional council of governments (CitiCOG) to administer the city’s Community Development Block Grant (CDBG) program and related services.
Presenters at the meeting included Kim Miller, executive director of the regional council of governments, and Tyler Dombrowski, Lock Haven’s director of community development. They described CitiCOG’s staffing model for CDBG administration, environmental reviews and labor standards oversight, and the organization’s experience managing similar programs across central Pennsylvania.
Council and staff discussed the fiscal and workload rationale for outsourcing CDBG administration: staff said the city’s recent spike in grant activity and multimillion‑dollar projects has outpaced small department capacity, and that using a dedicated regional administrator frees staff time to pursue additional large grants. Staff noted that CDBG has an administrative cap (commonly up to about 18% of an award) and that previous contracts covered training, environmental review and labor standards work.
Council approved the set of contracts after discussion. Kim Miller and Tyler Dombrowski explained the four contracts are annual and tied to available administrative funding in each grant year; staff said approximately $12,000 remained in current program administrative funds, plus $25,000 earmarked for planning work noted elsewhere on the agenda.
Council members expressed appreciation for staff work and for the regional partner’s assistance; they recorded a roll call approving the contracts.
