The Lock Haven City Council on March 17 authorized application for a Pennsylvania Department of Conservation and Natural Resources (DCNR) grant of $150,000 to support renovations at Santa Park and approved related local matching funds if the grant is awarded.
City staff said the $300,000 project (including the $150,000 local match) would fund restroom renovation, new tennis courts, a basketball court and a walking path. Staff described the work as phase 1 of multiple planned phases and said future elements could include a splash pad, exercise path and pavilion subject to later funding.
Council also opened bids and approved low bids for Hoeghman Park Phase 1 and Phase 2 rebids. The low combined bids for Phase 1 totaled $955,867.45 (general construction low bid $838,566.65 from Roman Excavation; HVAC $2,301.80; plumbing low $46,174; electrical low $68,825). Council approved award of Phase 1 bids contingent on DCNR and grant approvals. Council separately approved Phase 2 low bid of $526,477.95 to Bowman Excavation; that award is also contingent on grant approvals.
Staff said the rebid produced more competitive pricing and estimated savings of approximately $200,000 compared with the original bid. Council members asked about construction timeline; staff said work should be completed by August for Phase 1 and that a ribbon‑cutting would follow.
Votes to approve the grant application and to award the rebid contracts were recorded in the meeting minutes; staff emphasized coordination with DCNR and continued engineering estimates for phase sequencing.
