The Lock Haven City Council voted March 17 to award a contract to Michael Baker International to rewrite the city’s zoning ordinance and subdivision and land development code.
Michael Baker proposed a 14‑month timeline and a contract sum of $129,710. Council staff said the project will be funded with a $65,000 strategic management planning grant, $25,000 in CDBG funds and a local share of $40,000 from the city.
Staff and planning commissioners described the rewrite as a comprehensive overhaul intended to address outdated provisions — including rules that limit infill development and omit newer housing types such as tiny homes and accessory dwelling units. Staff said consultant work will include community engagement sessions and that the planning commission and county planning office will participate.
Council approved the award after a roll call. Staff said the current zoning code dates to 2008 and that prior attempts by small city staff to undertake a comprehensive rewrite were time‑consuming and incomplete.
Council members and staff framed the contract as a grant‑leveraged investment to modernize development rules and to provide clearer pathways for infill, accessory units and other housing types.
