The Lock Haven City Council on March 17 adopted a second‑reading ordinance amending Chapter 410 of the city code to allow multifamily dwellings as a permitted use by right when they are part of an age‑qualified housing project or a veteran housing project in low, medium and high density residential districts.
Council members voted unanimously to adopt the measure after staff described consultations with neighboring municipalities about parking and demonstrated no anticipated parking complaints in comparable jurisdictions.
City staff told council that Williamsport requires one parking space for every three dwelling units for similar senior developments, while State College uses a 0.75‑spaces‑per‑unit standard with additional discretionary reductions under certain conditions. Staff said both jurisdictions reported few complaints tied to parking for those developments.
The ordinance was presented at first reading March 3 and returned for second reading March 17. The vote followed a motion and second; the roll call recorded unanimous approval.
Council members and staff said the change is intended to expand housing options for seniors and veterans while preserving local control of additional parking and design standards through subsequent permitting and development review.
The ordinance takes effect as provided in the city code upon adoption.
