The Shawnee County Board of County Commissioners on April 3 approved a resolution authorizing issuance of multifamily housing revenue bonds of up to $65,000,000 to finance construction of the Union at Tower District project.
Bond counsel Bob Perry opened a public hearing on the resolution, describing the project as a 250‑unit multifamily complex near Southeast Quincy and 11th Street being developed by an affiliate of the Annex Group. Perry said the project will use proceeds to acquire, construct and improve the facility and that sale of low‑income housing tax credits to investors is part of the financing plan. The county’s bond resolution will permit the developer to claim sales‑tax exemptions for construction materials, Perry said.
Perry also told the commission the City Council had approved a reinvestment or modified tax increment district for the site to allow the developer to recoup a portion of costs. No public speakers registered for or against the project during the hearing.
After closing the hearing, the commission voted to adopt Resolution No. 2025‑29. The motion passed unanimously, 3‑0.
The resolution authorizes the county to issue industrial revenue bonds labeled as multifamily housing revenue bonds in an amount not to exceed $65,000,000 and does not itself appropriate county general funds for the project. Details on final bond terms, purchasers of tax credits or the developer affiliate’s legal name were not specified in the hearing record.
