TCEQ approves publication and hearing on Collin County 2nd 10-year maintenance plan for 2008 ozone standard

The Texas Commission on Environmental Quality authorized publication of and a public hearing on the executive director's proposed Collin County Second 10-Year maintenance plan as a State Implementation Plan (SIP) revision for the 2008 ozone (O3, 2008 0.075 ppm) National Ambient Air Quality Standard.
Eugenia Reynoso of the air quality division presented the proposed SIP revision and said the plan is intended to ensure Collin County remains in attainment of the 2008 ozone standard through the required maintenance period. The presentation referenced federal Clean Air Act requirements for maintenance plans.
The Office of Public Interest Counsel (OPIC) reviewed the submission and recommended the commission approve publication and a public hearing; OPIC noted the area surrounding the former Exide Technologies plant in Frisco is now in attainment for the 2008 ozone standard and that submission of the maintenance plan helps avoid an EPA finding of failure to submit.
The commission voted to publish the proposed SIP revision, solicit public comment and hold a public hearing as recommended by the executive director.
Why it matters: SIP revisions and maintenance plans are the mechanism by which states demonstrate to the U.S. Environmental Protection Agency that an area will remain in attainment of national air-quality standards. Publication and a hearing open the plan to public input before final action.
Next steps: The proposed revision will be published for public comment and a hearing will be scheduled; staff and OPIC will be available to answer questions during the comment period.
