Committee lays over bill to modernize pharmacy intern registration and require annual renewal

Senate File 3121, carried by Senator Kupak and discussed April 3 in the Minnesota Senate Health and Human Services Committee, would change pharmacy intern rules to add an annual registration and allow students to become registered interns upon entering the doctor of pharmacy program.
Erin Patterson, interim executive director of the Minnesota Board of Pharmacy, told the committee the board worked with the University of Minnesota College of Pharmacy to adapt statute to recent curricular changes. ‘‘This bill repeals certain rule language in favor of placing updated language in the statutes,’’ Patterson said. The proposal would set an application fee, add a $25 annual renewal fee beginning Jan. 1, 2026, create a reinstatement framework for lapsed credentials, establish an annual expiration date (Sept. 30 or upon pharmacist licensure) and remove certain practice‑experience requirements to align with accreditation standards.
Senator Kupak said the changes are ‘‘student friendly, college friendly, and work to safeguard the public’’ and noted Minnesota has a single college of pharmacy at the University of Minnesota. Committee members had no questions; the bill was laid over for possible inclusion in an omnibus bill.
If enacted, the bill would make intern registration consistent with other Board of Pharmacy renewals, allow earlier entry into internships under ACPE‑accredited programs and set fees and renewal conditions described to the committee.
