Bettendorf council unanimously approves stormwater, sewer and solid-waste rate increases

The Bettendorf City Council unanimously approved the second and final reading of an ordinance adjusting stormwater, sewer and solid-waste utility rates, council members said the changes take effect April 1, 2025.
Councilmember Baden presented the ordinance on behalf of the council and moved approval of the final reading. Councilmember Jager asked a staff member for confirmation of timing and budget effects; city staff confirmed the April 1 effective date and told the council the Fiscal Year 2025 budget (which ends June 30) and planning for Fiscal Year 2026 reflect expectations of these rate increases.
Under the ordinance the council amended city-code sections cited by staff as 9-1-7 (stormwater), 8-2-7(h) (sewer) and 8-3B-14 (solid waste). The council took no public comment on the ordinance during the meeting. Michelle (clerk) confirmed publication of the required notices and the city conducted the readings in accordance with the agenda.
Councilmembers Jager, Brown, Nauman, Sechser, Baden and Adamson all voted “aye” on the roll call; the ordinance passed unanimously. The council briefly discussed budgeting implications: Jager asked whether the FY25 budget was built on the expectation of the increases and whether the FY26 budget likewise assumes further increases next April; staff replied yes to both questions.
