Committee approves motion on illegal dumping referrals; sanitation to report on referral practices and common dumped materials

The Energy and Environment Committee approved on consent a motion addressing illegal dumping enforcement and referrals to the City Attorney.

Councilmember Adrienne Nazarian had recommended items 1 and 2 for consent and specifically noted for item 1 that the motion recognizes a lack of resources at Los Angeles Sanitation (LA San) limits referrals of illegal dumping cases to the City Attorney. During the public‑comment period multiple residents raised concerns about illegal dumping in neighborhoods and asked for stronger enforcement; a public commenter cited Sunshine Canyon as an example of an area that began as illegal dumping.

Councilmember Grama asked Sanitation staff to provide details on how LA San determines which dumping cases are referred to the City Attorney, how frequently referrals are made and acted on, and what types of materials are most commonly dumped (for example, landscaping debris versus construction debris). A Sanitation representative said the staff member who could answer detailed questions was not present but that staff would attempt to get those answers before the end of the committee and would follow up with the committee after the hearing. At the end of the meeting Sanitation confirmed staff would provide the requested information and follow up with committee members.

The clerk recorded a 3–0 vote approving items 1 and 2 on consent (Nazarian, Raman, Padilla present; Yaroslavsky and Geraldo absent). The committee’s action on item 1 was procedural: it placed the motion on consent and requested LA Sanitation supply the requested operational details to the committee.
