Spring ISD to negotiate MOU for $1.3 million early head start expansion site

Spring Independent School District staff told trustees on April 1 they are negotiating a memorandum of understanding to accept $1.3 million over five years from a partner identified in the presentation as Avonca Houston to open an additional Early Head Start expansion site.
Dr. Matthew Parasol, chief of innovation and student success, presented the item as the monthly grants report and asked the board to authorize the superintendent to negotiate final MOU terms and location. Parasol said the grant is designed to add a site intended to extend early childhood services and that staff had verified the funds were already delegated and not at immediate risk of being rescinded.
Trustees asked whether federal Head Start funding changes would affect the Avance/Avonca-supported grant; staff said they had verified the funds and did not anticipate the award being lost. Parasol said the grant includes staff support services and that the MOU negotiation would include final programmatic and site details.
What’s next: staff asked trustees to approve negotiation of the final MOU and said administrators will bring the agreement back to the board once terms and site details are finalized.
