Committee votes down LAFD hazardous-waste contract with Clean Harbors; sends item to council as "no" with questions

The Public Safety Committee on Wednesday voted 2-3 not to recommend that the Los Angeles Fire Department execute a proposed agreement with Clean Harbors Environmental Services Inc. for routine and emergency hazardous-waste management services.
The item, presented as a City Administrative Officer report, drew detailed questions from Council Member McCosker about Clean Harbors' workplace safety history, subcontracting practices, prevailing-wage compliance and use of local hire. The CAO's office representative said the department would need to check records and provide answers, and offered to return the requested information to McCosker's office before full council consideration. McCosker said he would oppose the award until those questions were answered.
The committee then took a committee vote on the item as presented; the roll call recorded two aye votes and three no votes and the chair confirmed the item "moves to council as a no." Committee members instructed staff to include McCosker's questions in the report that goes to full council.
Vote: The committee did not recommend the contract; outcome recorded as failed in committee and forwarded to full council as a recommendation of disapproval.
